the cat is on the chain, tethered to the tree and he can walk about. The word for a female cat is koshka, kot is the male.
How do you understand it? He is tethered to the tree and walks as far as the chain
will allow him in either direction?

By the way, can"kot" refer to male and/or female, or strictly the tom?
