Thank you for launching this project! I hoped very much that Dmitri Nabokov would respond to it and I'm glad that he did.
I always thought that there is a simple rule of Russian orthography:
никто иной не (a verb follows); or, say: "он знает это как никто иной" ("he knows it as no one else"), but
не кто иной как (он оказался не кем иным как большим поклонником Набокова)
I confess that I may be wrong.
